    Chaque jour, toujours plus de femmes et hommes utilisateurs familiaux et communautaires des terres et ressources naturelles sont précarisés, dépossédés de leur ressources et évincés de leurs territoires : paysannes et paysans, pasteurs nomades, éleveurs, pêcheurs, habitants des forêts… (ateliers 1, 2, 3, 5). Cette évolution est dramatique pour l’ensemble de l’humanité : ses conséquences humaines directes concernent l’immense majorité des ruraux, qui assurent l’essentiel de la production des aliments et contribuent au maintien des équilibres écologiques.

    Every day, more and more family/small holder users of land and natural resources find themselves made more insecure, deprived of their resources and evicted from their land. This affects peasants, nomadic herders, livestock farmers, fishermen and fisherwomen, forest dwellers … (Workshops 1, 2, 3, 5). This change is a dramatic one, affecting the whole of humanity. The direct human consequences of this change affect the vast majority of rural residents, who carry out the essential work of food production and contribute to maintaining ecological balance.

    Les crises alimentaires de 2007-2008, causes d’ « émeutes de la faim » dans plusieurs pays dits en voie de développement, ont été révélatrices, non d’une pénurie alimentaire, mais de problèmes d’accès à la nourriture. Elles ont été la conséquence du développement d’un modèle agricole, l’exploitation capitaliste à salariés, qui ne répond pas aux besoins alimentaires des personnes non ou trop peu dotées en argent. L’expansion de ce modèle fait obstacle à la réalisation de la sécurité et de la souveraineté alimentaires1.

    The food crises of 2007-2008, the cause of the “hunger riots” in several so-called developing countries, did not reveal a food shortage but problems accessing the food. These problems were the result of the development of an agricultural model, capitalist operation with workers, that does not meet the food-related needs of individuals with no or little money. The growth of this model is hindering the achievement of food sovereignty and security1.

    Les DV n’ont pas force d’obligation indérogeable. C’est un outil de référence mobilisable pour faire évoluer les politiques et pratiques de gouvernance relatives à la tenure des régimes fonciers applicables aux terres, pêches et forêts. Leurs préconisations bénéficient d’une forte légitimité puisqu’elles ont réuni, fin 2012, les signatures des États membres du Comité de la Sécurité Alimentaire Mondiale (CSA), suite à un processus d’élaboration qui a accordé une place importante à l’expression de la société civile mondiale.

    The voluntary guidelines do not create an absolute obligation. They are a basic tool that can be used to bring about changes in governance policies and practices associated with the tenure regimes applicable to land, fisheries and forests. The recommendations they contain are highly legitimate insofar as they were signed in late 2012 by the member states of the Committee on World Food Security (CFS) following a drafting process that placed significant emphasis on the views of civil society around the world.

    Les recherches et les témoignages directs des participants amènent à constater combien la situation des peuples autochtones/indigènes et des communautés rurales en général (paysannes, forestières, pastorales, de pêcheurs) est dramatique sur l’ensemble de la planète. 2,5 milliards de personnes, membres de peuples dits indigènes/autochtones et ruraux en général, vivent sur des terres qu’elles partagent et utilisent en commun. Pourtant, un cinquième seulement de ces terres est enregistré au titre de territoires communautaires par les gouvernements nationaux.

    Research and direct witnessing by participants allow realization of the extent to which the situation of native/indigenous peoples and rural communities in general (peasant, forest dwelling, pastoral and fishing) is dramatic everywhere on the planet. 2.5 billion people, members of so called indigenous/native peoples and rural populations in general, live on lands that they share and use in common. However, only a fifth of these lands are registered as community territories by national governments.

    Le marché international des produits agricoles – celui où s’échangent les produits entre pays – ne concerne que 15 % de la production et de la consommation mondiale de produits agricoles.

    Les prix des produits de base pratiqués sur ce marché sont très bas car les exploitations qui l’approvisionnent sont hautement mécanisées et capables de produire à très bas coûts.

    The international market for agricultural products – where products are traded between countries – represents only 15% of production and world consumption of agricultural products.

    Prices of basic commodities traded in this market are very low because the farms that supply it are highly mechanised and capable of producing at very low cost.
