Article 43 of Land Code shall be amended to add the following wording: “Allotment of land plots located within 500 meters from coastline of a waterbody shall be performed after establishment of borders of water conservation zones and regime of its economic management, except for protected areas and public forests”.
This Ministerial Decree validates the rules for provision of public services and amenities in urban areas, except for the city of Minsk. The provisions include greening of urban areas, sanitary cleaning of the territory, i.e. consumer waste collection, sorting and disposal, organization of recreational areas for the population.

This Decree establishes the modalities of keeping State forest register, State land-use planning register, State register of waste disposal sites and State cartographic and mapping register. State forest register shall be the system of constantly updated reliable information on forests, legal status thereof, quantitative and qualitative characteristics of forests and economic assessment thereof. This Regional Law transfers to the competence of local government in rural areas the following issues: (a) water supply, sewerage and heating; (b) participation in the prevention of outbreak of natural and technological disasters, and mitigation of the consequences thereof; (c) conservation and promotion of the objects of cultural heritage; (d) management of domestic waste; and (e) management of protected areas of local significance.
This Law sets forth legal grounds for regulation of turnover of explosives on the national territory with a view of utilization of explosive energy for peaceful purposes. It shall not be applicable to military explosives. This Law covers manufacturing, testing, transport, storage, labelling, packaging, registration uses, trade and disposal of explosives for industrial use. All the aforesaid activities shall be subject to mandatory licensing and shall be performed exclusively by legal persons.
This Decree validates the forms of reports of sample selection and measurements of environmental indices related to emissions to the atmospheric air from stationary and mobile sources, effluent waste water discharge to surface waterbodies, sources of pollution of groundwater, effluent waste water discharge to sewerage system, soil pollution and waste disposal sites.
Article 5 shall be amended to add the following wording: “Regional land-use planning schemes shall contain data on solid waste formation, recycling, treatment, management and disposal of solid domestic waste”.

This Law shall be applicable for protection of human life, health and environment against hazardous impact of ionizing radiation and establishes requirements for ensuring radiation safety. It shall be applicable to all processes that cause risks of ionizing radiation of human beings. It contains calculation formula for radiation safety levels.
