Article 7-1 shall be amended to add the following wording: “Peasant farm shall be granted the right of allotment of agricultural land out of stock of public or municipal land”.

Article 4 shall be amended to add the following wording: “Maximum agricultural land area that can be in ownership or in land tenure with the application of other land rights of citizens performing family farming shall be 2,5 ha”.

This Regional Law prohibits the use of the most valuable agricultural land available on the regional territory for any purpose except for agricultural production.
This Regional Law establishes the particulars of turnover of agricultural land, including privatization of agricultural land pertaining to public and municipal property. It determines that minimum land area of consolidated agricultural land plot shall be two hectares, while minimum land area of consolidated agricultural land plot in case of irrigation by stationary sprinklers or drained land shall be no less than 50 hectares and in case of irrigation by mobile sprinklers shall be no less than 10 hectares.
Item 4.9 shall be amended to add the following wording: “National budget shall finance mapping of the boundaries of land plots allotted to peasant farms for family farming, legalization of rights to agricultural land plots and bonus payment to purchase prices applicable for purchase of agricultural commodities form smallholders”.

Article 1 shall be amended to add the following wording: “Leaseholder of a plot of agricultural land pertaining to public or municipal ownership shall have the right of purchase of such plot of land in ownership on condition of proper use of such plot of land upon expiry of three-year period from the date of conclusion of lease contract set forth as percentage related to cadastre value and depending upon expiry of lease periods”.

Article 1 shall be amended to add the following wording: “Transfer of irrigated public land stock to category of land under perennial fruit growing species shall be prohibited”.

Article 2 shall be amended to add the following wording: “The list of particularly precious agricultural land areas prohibited for other uses except for agricultural production, specifying land area and location thereof shall be validated by the Regional Government”.

Prime Minister, with a view of rational distribution of agricultural crops with the consideration of soil and climatic conditions, for the purpose of improvement of the structure of areas under crops, decrees to optimize areas under cotton and to set up on freed-up agricultural land areas peasant farms specialized in growing fruits, vegetables, cucurbits crops and grapes.
Article 2 shall be amended to add the following wording: “Regional Government shall have preferential rights of purchase of plots of agricultural land at face value except for cases of sale through public tender of expropriation for public or municipal needs”.
