    The amendments concern the disposition plan for land acquired under the principal Act, limitation of land property and tenancy rights, and tax exemptions. The disposition plan shall be designed by the planning committee in accordance with section 19(4) of the Nature-based Activities Act (sect. 9). Section 12 provides for the limitation of rights to transfer land that has been acquired under the Act. A legal act involving the transfer of property or tenancy rights without the permission of Rural Activities District Offices is not valid (sect. 12).

    The scope of the Act is to improve the living standards and the opportunity of earning of persons involved in agriculture or forestry in specific "skolt" areas in Northern Finland in proximity of the Russian border. Farmers may apply for land or incentives (sect. 5). Provisions of Chapter II deal with the distribution of land and its use. A disposition plan for the land shall be designed by a planning committee, in accordance with section 9 of the Agricultural Units Act (No. 188/77) (sect. 9).

    This Decree of the Department of Agriculture is based on Chapter 9 of the Land Code. It empowers the County Councils to appoint inspectors for the surveying and inspection of agricultural tenancies. It specifies criteria for appointment and grants powers to the county councils to repeal the appointment if an inspector is not suited for the work.

    This Act concerns annual taxation of dwellings and small agricultural units as defined in section 1. The tax shall be paid by owners of immovable property as defined in section 5 of Chapter 1 of the Immovable Property Tax Act (1979:1152). The Act sets out rules relative calculation and procedures for the payment of tax.

    This Act regulates the use of agricultural land for purposes of protection of the soil and the landscape. Agricultural land is land used for cultivation or pasture, which is registered for tax purposes as an agricultural unit (sect. 1). The Act does not apply to agricultural land which is not used as such (sect. 2). Regulation making powers of the Government are described in sections 6A and 6B. Observation of provisions of the present Act shall be supervised by County Councils. Use of land requires notification and in certain circumstances a permit of the County Council. (13 sections)

    This Act regulates the granting of permission for the acquisition of small dwellings and agricultural units. A permission is not required by residents of the same county in which the property to be acquired lies and in the other circumstances in section 1. The permission to acquire land shall be applied for with the respective county councils in accordance with sections 3 to 8. (8 sections)

    The amendments introduced by the present Act concern the use of land and procedures for the formation of real property. Section 38 is amended so as to provide for formation of common forests and land use rights with respect to common forests, and in particular servitude. Such servitude shall be established in accordance with procedures outlined in section 43. The procedures shall be in accordance with rules laid down by the Real Property Formation Act (No. 554/95).

    This Regulation is issued pursuant to sections 3, 4, and 17 of the Act relative to the right to acquire agricultural and forest land (No. 391/78). Section 1 deals with the sale of land by municipalities. Certain conditions for the alienation and use of land are specified also in relation to the receipt of financial contributions in accordance with Act 1295 of 1990 and Act 391 of 1978. (8 sections)
