    This Act amends the Integrated Coastal Management Act, 2008 with respect to a wide variety of matters including composition coastal public property, access fees, purposes for which coastal public property is established, reclamation of land by public authorities for state infrastructure and other purposes, the declaration of state-owned land as coastal public property, establishment of coastal management lines for protection purposes, award of coastal use permits on coastal public property and unlawful structures on coastal public property.

    The Governor shall appoint a Commission to deal with concessions confirmed by the Chief Court. Any concession or grant on land conferring any of the rights listed in article 4 shall be suspended until further notification is made according to the provisions of this Act.

    The Act makes provision with respect to titles in land, the development of selected land, and the resolution of disputes regarding land and various other matters relating to land. As a corollary to the principle that land in Lesotho is vested absolutely and irrevocably in the Basotho Nation and is held by the State, no person, other than the State, shall hold any title to land except as provided for under customary law or under this Act. Where the customary law is inconsistent with this Act, this Act shall prevail (sect. 3).

    This Act makes provision for a wide variety of matters relating to land tenure and reform in Lesotho including the definition of rights in land, allocation of land in rural areas, grant of title in land, vesting of land in authorities, government acquisitions and acquisition and expropriation of land for public purpose, grant of long-term leases and regularization and adjudication of title in land, including resolution of disputes by specialized land courts established under this Act. All land in Lesotho is vested in the Basotho Nation and is held in trust by the King.

    "Labour tenant" is defined in section 1 as a person who: (a) is residing or has the right to reside on a farm; (b) who has or has had the right to use cropping or grazing land on the farm, referred to in paragraph (a), or another farm of the owner, and in consideration of such right provides or has provided labour to the owner or the lessee; (c) whose parent or grandparent resided or resides on a farm and had the use of cropping or grazing land on such farm or another farm of the owner, and in consideration of such right provides labour to the owner or the lessee of such or such other farm,

    This Act makes provision for the allocation of rights in land in the areas described in the First Schedule to this Act or in any area which is declared to be communal land under section 16(1)(a) of this Act ("communal land"). The Act consists of 47 sections divided into 5 Chapters.The Minister must establish Communal Land Boards to perform the functions conferred on a Board by this Act within the area for which each Board is established. Boards shall be established for a region, a part of a region or two or more regions.

    This Act makes provision with respect to the registration of deeds, including deeds relating to land, and establishes the Deeds Registry and provides for the appointment of a Registrar of Deeds. It defines also duties of the Registrar and provides rules for the preparation of deeds so that they meet requirements of registration. Deeds that must be registered include transfer of estates, long-term leases and mortgage bonds hypothecating immovable property.
