ABSTRACTED FROM EXECUTIVE SUMMARY: Throughout Tajikistan, land, and access to it, is paramount to continued resilience and improved livelihoods of rural citizens. Agricultural output, especially from small to medium sized farms, constitutes a disproportionately high percentage of Tajikistan’s overall Gross Domestic Product (GDP) and represents an opportunity for continued economic growth for both the farmers and the country.

Institutional capacity of government organizations, programmes/ projects, and civil society to support forest tenure reform exists but is insufficient. Major capacity gaps are found in relation to conflict and grievance management, responding to climate change and emergencies, and governance of private sector. Programs have relatively better capacity than government organizations and civil society organizations as they are able to provide direct support at local levels to improve the livelihoods and income of forest dependent communities.

This Free, Prior and Informed Consent (FPIC) Manual is designed as a tool for project practitioners of a broad range of projects and programmes of any development organization, by providing information about the right to FPIC and how it can be implemented in six steps.

In an FPIC process, the “how”, “when” and “with and by whom”, are as important as “what” is being proposed. Dyera polyphylla, which is locally known as jelutung, is a tree that produces latex. The latex is used for chewing gums, insulator, tube, and others. The wood is soft and bright colour, which can be used for pulp, plywood, pencil, wooden toy, and others. It naturally grows on peat swamp forests in Sumatra and Kalimantan (Indonesian part of Borneo). Along with fast deforestation, population of wild jelutung is decreasing. In the era of degraded peatland restoration, jelutung was promoted to be planted in reforestation and afforestation.

Reports & ResearchSeptember, 2016South-Eastern Asia, Cambodia, Indonesia, Laos, Myanmar, Philippines, Vietnam“It is paradoxical but hardly surprising that the right to food has been endorsed more often and with greater unanimity and urgency than most other human rights, while at the same time being violated more comprehensively and systematically than probably any other.”

A new era of the global land rush
Reports & ResearchSeptember, 2016Australia, Global, Honduras, India, Mozambique, Peru, Sri LankaSince 2009, Oxfam and others have been raising the alarm about a great global land rush. Millions of hectares of land have been acquired by investors to meet rising demand for food and biofuels, or for speculation. This often happens at the expense of those who need the land most and are best placed to protect it: farmers, pastoralists, forest-dependent people, fisherfolk, and indigenous peoples.
