    The Omo-Turkana basin stretches from southern Ethiopia into Kenya. Temperatures in the region are rising and droughts occur with higher frequency and intensity. As Ethiopian pastoralists venture further south in search of water and grazing land, conflicts with Kenyan pastoralists and fishermen are intensifying. Given their trans-boundary and protracted nature, these conflicts pose a particular challenge to local peace building and disarmament efforts.

    Mailo tenure is the most legislated form of tenure in Uganda, having its origins in the 1900 Buganda Agreement. Reforms over the years have seen the evolution of this tenure that is essentially freehold in nature, albeit with its local characteristics arising out of an unresolved tenant question. This status quo was reinstated in the 1995 Constitution, the Land Act and its subsequent amendments. Whereas it is expected that reforms introduced by the Constitution and Land Act would suffice in stabilizing Mailo tenure, this has not happened in practice.

    Devolution is one form of decentralization. Decentralization is defined as the process of dispersing power from the centre to lower levels of government. The other forms of decentralization include de-concentration, delegation and privatization. De-concentration transfers implementation powers to lower regions or sub- national units that implement decisions made at the centre. The responsibility for service delivery and decision making under delegation is passed to semiindependent territorial or sub-national units.

    The Kuri cattle breed is found on the shores and islands of Lake Chad. Its main habitat is in southern Chad and north-eastern Nigeria but the breed is also found in northern Cameroon, in Niger and, to a limited extent, in the Central African Republic. The Kuri are also known as the Baharie, Bare, Borrie, Boudouma, Dongolé, Koubouri, Buduma or White Lake Chad. The importance of the Kuri lies not only in its unique physical characteristics but also in its meat and milk production potentials. The breed is so acclimatised to the environs of Lake Chad that it is unable to survive elsewhere.
