    Water - Source of food security. World Food Day: 16 October 2002.<p></p>Water and food security are intimately connected. Many of the over 800 million people in the world who still go hungry live in water-scarce regions. When FAO launched its Special Programme for Food Security in 1994, it was well aware that limited access to water was often a major constraint to increasing food production.

    Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need.

    This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.

    This publication provides an overview on the main issues debated during the development and passage of the India’s National Food Security Act (2013), which legally binds national and state governments to extend far-reaching social protection to the country’s population. It raises many lively and pertinent debates that may be useful for policy-makers and advocates, especially in low-income countries but also emerging economies, who wish to strengthen the programmatic and legal frameworks for food and nutrition in their respective countries.
