In this 2012 edition of Moving Forward, FAO Forestry is pleased to present a selection of the work it undertook in the 2010-2011 biennium for the benefit of the global forestry community. The FAO Forestry Programme encompasses a vast range of activities and projects, of which this booklet presents only a sample. In all regions of the world, the Programme is helping to implement sustainable forest management and boost the livelihoods of forest-dependent people. It does this, in part, by improving information on forests.

The present study, by the Chief of the Agrarian and Water Law Section of the FAO Legislation Branch, is intended to explore in greater depth the value of legislation to the land use planning process. It is, on the one hand, an exploration of the ways in which legislation serves to provide the structural underpinnings for and connections between the technical disciplines which have long been associated with the land use planning effort.

The Central African Republic (CAR) has a total land area of 623,000 km2 of which close to 23 million hectares, i.e. 37%, is composed of forested lands. In the southwestern part of the country all forest operations are industrial. At present there are 11 logging companies, with an average annual production of close to 400,000 m3. Exports of logs and sawn timber are, respectively, close to 160,000 m3 and 40,000 m3. The timber sector accounts for 11% of the GDP and 13% of the country’s export earnings. The main destinations of CAR timber are Europe (47%) and Asia (49%).

The REDD-ALERT (Reducing Emissions from Deforestation and Degradation from Alternative Land Uses in the Rainforests of the Tropics) project started in 2009 and finished in 2012, and had the aim of evaluating mechanisms that translate international-level agreements into instruments that would help change the behaviour of land users while minimising adverse repercussions on their livelihoods. Findings showed that some developing tropical countries have recently been through a forest transition, thus shifting from declining to expanding forests at a national scale.

<i>Towards effective national forest funds</i> addresses the need for more information on the way NFFs work and how best to establish and manage them. It shares the lessons that have emerged from the establishment and management of NFFs with the aim of supporting countries in designing and operating NFFs effectively according to their specific needs and circumstances.
