    This Decree, consisting of 24 articles divided into four Chapters, promulgates the Regulation on land border areas of the Socialist Republic of Vietnam and provides the management of activities of people and vehicles in these areas; responsibilities of agencies, organizations and individuals for the construction, management and protection of land border areas of the Socialist Republic of Vietnam. 2. In case the provisions of this Regulation are different from those of treaties to which the Socialist Republic of Vietnam is a contracting party, the provisions of such treaties prevail.

    This Circular, consisting of 13 articles divided into four Chapters, guides a number of articles of the Government’s Decree No. 34/2014/ND-CP of April 29, 2014, promulgating the Regulation on land border areas of the Socialist Republic of Vietnam. This Circular applies to Vietnamese and foreign agencies, organizations and individuals operating in land border areas of the Socialist Republic of Vietnam (below referred to as land border areas). Land border areas are defined in Clause 1, Article 3 of Decree No. 34/2014/ND-CP.

It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. Currently, the soil science community is limited in its capacity to provide accurate and updated information to the different soil users.
