Beans are an important crop for food and income generation in Swaziland. They do very well in the higher areas of the country although can be grown in all the regions. They are also the second legume to Swazi farmers after groundnuts in importance. Different farmers grow beans for different uses such as leaves, green beans or dry beans.

The present Poverty Reduction Strategy and Action Plan (PRSAP) 2007 provides the framework for poverty focused planning and budgeting in the short to medium term. Poverty reduction will be central to all sectoral development plans and the medium term expenditure framework. Part 3 defines the Overarching Policy Objective as follows: The overriding goal of the PRSAP is to reduce poverty by more than 50% by 2015 and then ultimately eradicate it by 2022.

This paper reports on a form of multi-criteria analysis that provides a formal approach for evaluating the suitability of a wetland for specific agricultural uses, and ensures that explicit consideration is given to the possible consequences of such utilization. The method is based on a hybrid of ideas taken from concepts and methodologies related to: environmental flow assessments, land suitability classification and the hazard evaluation procedures used in the design of dams.
