    Au Mali, au début des années 1990, la décentralisation fut d’abord un acte politique permettant de proposer une solution viable au problème de la rébellion touarègue. Ensuite, les aspirations aux idées occidentales démocratiques (pluralisme politique, liberté de la presse, etc.) d’une partie des élites urbaines ont rencontré les plans des occidentaux pour le développement de l’Afrique pour donner un système de décentralisation territoriale à la française, mais où la commune est composée d’un ensemble de villages.

    Increasing women’s access to land is crucial to fight hunger and poverty. However, gender disparities in land access remain significant in most countries, regardless of their level of development. A new FAO database helps to understand the factors that prevent women from accessing land; and to design better policies to effectively address this situation.

This issue of Unasylva focuses on both these aspects with respect to forest resources.

    In recent years, local people and rural communities have assumed increasing prominence in strategies for natural resource management.This paper briefly reviews some of the central legal issues that are associated with this shift. In doing so, its goals are limited. It does not ad dress fundamental questions about when, where and what kind of management works, nor attempt to identify the political, social, economic and environmental ingredient s for success – subjects on which there is a huge, if still inconclusive, literature.

L’étude identifie les enjeux auxquels les Etats doivent faire face ; elle reconnaît également les bonnes pratiques et les initiatives entreprises en matière de la gouvernance de la tenure des terres et des ressources naturelles.

Este documento ofrece una evaluación del estado de la gobernanza de la tenencia de la tierra y recursos naturales en África occidental, comparando las políticas, legislaciones y prácticas nacionales con los principales criterios y normas de una buena gobernanza. El estudio identifica los desafíos a los que los Estados deben hacer frente aunque reconoce también las buenas prácticas e iniciativas emprendidas en materia de gobernanza de la tenencia de la tierra y recursos naturales.
