    This Act prescribes measures to prevent or combat oil pollution caused to soil, water and plant and animal life by the spillage of crude oil products derived from it, including waste. A person who stores large quantities of oil shall acquire equipment and materials to combat oil pollution. The Ministry of Environment shall be the main authority for purposes of this Act. The Act furthermore defines various duties of persons who manage or possess oil and local authorities in case of accidents involving oil and defines offences.

    The scope of this Act is to improve the living standards and the opportunity of earning of those who occupy themselves with agriculture, forestry, fishery and aqaculture, hunting, reindeer breeding and other nature-based activities in the Northern districts of Finland. The Act provides a possibility for such persons to acquire lands which may be used for the purposes as indicated in this Act and the Act relative to Agricultural Production Units (188/77) (sect. 8). Section 15 provides for the right of access to water.

    Decree to implement provisions of the Act on combating oil pollution on land of 1974. It prescribes measures to prevent or combat oil pollution caused by the storage of oil. Specific duties are laid on the party storing oil for safe storage and to prepare a contingency plan if more than one million liters of oil is stored at the same site. The contingency plan shall contain the information specified in article 5. The contingency plan shall be approved by the local council and be ratified by the Regional water and Environment District (art. 6).

    The scope of this Act is to regulate reindeer breeding activities and the use of reindeer pastures. Also the counting of reindeer and marking of animals is provided for (Chapters 3 and 4). Chapter 6 concerns the compensation of damages to forests and cultivation. Chapter 7 provides for the protection of reindeers. Various measures placing restrictions on reindeer breeding may be decided upon by the Government pursuant to section 2 of the Act relative to Protection Forests (No. 196/22).
