    Swidden farming is the main agent of conversion of primary forests to secondary forests in the highlands of mainland Southeast Asia, but there is a deterioration and decline of the practice with land use intensification. The population growth in northern Thailand has forced lowland farmers practising permanent wet rice cultivation to turn to short rotation swidden in the foot hill zone. Highland swidden agriculturists are adopting more intensive forms of swidden or are shifting to permanent farming.

    The Vision of the present cross-sectoral Forestry Strategy 2020 (FS2020) establishes that by 2020, the Government of the Lao PDR envisages a sizeable, vigorous and robust forestry sector continuing in its role as one of the leading sectors advancing national socio-economic development. A sector in which scientifically-managed natural production forests generate timber and non-timber products at sustainable levels with village participation, under supervision and technical support from well-staffed, well-trained local and national government units.

    This Decree provides for the assignment of forestry land by the State to organizations, households and individuals for "stable and long-term" use in the form of land assignment without land use levy or lease of forestry land (art. 1). Forestry land is allocated or leased to specified subjects whose main source of income is agriculture, aquaculture of the winning of salt or various specified organizations. No levies shall be charged. Forestry land includes: national parks, nature conservation forests, and various kinds of protection forests (art. 3).

    The Ministry of Finance now issues guidelines for provision of credits from the State for programmes and projects for use of bare land, degraded hills, forests, alluvial flats, and water bodies within the framework of Decision 327-CT and according to duly approved annual plans: Funds from the State budget are to be provided in the form of credits for basic construction and for non-commercial economic purposes for programmes and projects for the use of bare land, degraded hills, forests, riverine and coastal alluvial flats, and water bodies.
