This Regulation establishes that protection area of state nature biosphere reserve “Sokhondinsky” shall be established on adjacent areas with a view of protection of the protected area against negative anthropogenic impact. Land plots within the boundaries of protection area shall not be expropriated from landowners, land tenants, leaseholders and servitude holders and shall be management thereby in accordance with the established regime.
This Regional Law sets forth the following priorities of land policy: (a) state regulation with a view of conservation of particularly valuable land categories, agricultural land and protected areas; (b) exercise of rights of residents in the sphere of land relations; (c) conservation of agricultural land; (d) ecofriendly methods of land tenure; and (d) conservation of traditional Cossack land tenure.
This Regional Law transfers to the competence of local government in rural areas the following issues: (a) water supply, sewerage and heating; (b) participation in the prevention of outbreak of natural and technological disasters, and mitigation of the consequences thereof; (c) conservation and promotion of the objects of cultural heritage; (d) management of domestic waste; and (e) management of protected areas of local significance.
This Regional Law regulates some issues in the sphere of organization, conservation and management of protected areas with a view of conservation of unique and typical ecosystems, wild fauna and wild flora species, genetic fund thereof, and ecological education. Regional Government shall reserve land intended for institution of protected areas, also through expropriation and imposition of use restrictions for economic activities. Grounds for land reservation shall be land-use planning project envisaging institution of protected areas. Land reservation period shall not exceed 7 years.
Regional state nature reserve “Nizhnepechorsky” shall be considered protected area constituted for the purpose of conservation of natural complexes, landscapes and components thereof. Constitution of the aforesaid regional state nature reserve does not envisage land expropriation. The territory of regional state nature reserve “Nizhnepechorsky” shall be taken into consideration in the process of elaboration of land-use planning schemes.
Regional Government decrees that regional protected area “Natural park Bureisky” shall be constituted with a view of conservation and reproduction of natural ecosystems and setting up conditions for sustainable management of recreational water use potential of hydropower state Bureya.
This Regional Decree establishes composition, elaboration, coordination and submittal for validation of land-use planning projects related to protected areas. The scope of the aforesaid project shall be to ensure functioning of protected areas in compliance with legal regulation and classification of protected areas with a view of conservation of unique and typical natural complexes and objects and ecological education of the population.
This Ministerial Decree establishes that the scope of the Federal program shall be protection of Baikal lake and Baikal ecosystem against negative impact of anthropogenic, technogenic and natural factors. Federal program shall perform the following functions: (a) reduction of emission of pollutants; (b) rehabilitation of the territory subject to high and extremely high pollution; (c) utilization of recreational potential of protected areas; (d) conservation and reproduction of biological diversity; and (e) state ecological monitoring.
Article 12.1 shall be amended to add the following wording: “In the protected areas of regional significance, managed by state institutions, state supervision in the sphere of protection and management of protected areas shall also be performed by the officials of the aforesaid institutions that have the status of state environmental inspectors”.
