    These Regulations amend the Industrial Emissions (Framework) Regulations as regards the requirements for certain categories of installations, combustion plants, waste incineration plants or waste co-incineration plants in general binding rules that the Malta Environment and Planning Authority may adopt (see regulation 8).

    These Regulations provide a framework for the integrated prevention and control of pollution arising from industrial activities. They also lay down rules designed to prevent or, where that is not practicable, to reduce emissions into air, water and land and to prevent the generation of waste, in order to achieve a high level of protection of the environment taken as a whole. These provisions apply to industrial activities giving rise to pollution. Research activities, development activities and the testing of new products and processes are excluded from the application scope.

    These Regulations, which have been adopted in implementation of European Union Directive 2003/35/EC, aim at achieving a phased schedule for the application of Legal Notice No. 234 of 2002 as regards the integrated prevention and control of pollution arising from the activities listed in Schedule 1 thereof (such as timber processing and slaughter of animals). All operators of existing installations (power plants, shipyards, waste installations, farms) shall apply to the competent authority for a permit.
