    In Afghanistan, insecurity over land and water rights hampers investments in food production and irrigation. In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow. Moreover, land administration capacity is weak and improvements mostly take place in urban areas. In this context, land disputes are common and often violent.

    Since 2010, the GIZ Land Programme in Lao PDR has sought to improve the land tenure security of rural communities. The programme currently consists of three projects – the BMZ-commissioned Land Management and Decentralised Planning (LMDP) Project, the Enhanced Land Tenure Security (ELTeS) sub-project within a global programme on responsible land policy, as well as the German contribution to the Mekong River Land Governance (MRLG) Initiative.

    The importance of poverty reduction to the world development agenda has motivated greater interest in the geographic dimensions of poverty and food security. This special issue of Food Policy includes examples of poverty and food security mapping used to support policy development in agricultural and rural areas. The volume includes eight country case studies and one cross-country comparison that illustrate advances in our capacity to assess welfare over large areas and at detailed spatial resolutions.

    We examine the geographic dimensions of food consumption in Ecuador, which has one of the highest rates of chronic infant undernutrition in Latin America. We use statistical and spatial analyses to examine the distribution of food consumption and food poverty and to test and generate hypotheses of food poverty estimates at the district level. Results show that the food poor are concentrated in certain locations with a significant cluster identified in the central Andean region.

    Zambia’s agriculture sector provides the main support for the rural economy. This assertion is based on the fact that about forty nine percent of the Zambian population depends on agriculture, primarily through smallholder production for their livelihoods and employment (CSO, 2014). Notwithstanding this fact, in 2015 the sector contributed 8.5 percent to the GDP and approximately 9.6 percent of national export earnings (CSO, 2015; World Bank, 2016). The potential for agricultural growth in Zambia is staggering.

    Given its vast land resources and favorable water supply, the Democratic Republic of Congo’s (DRC’s) natural agricultural potential is immense. However, the economic potential of the sector is handicapped by one of the most dilapidated transport systems in the developing world (World Bank 2006). Road investments are therefore a high priority in the government’s investment plans and those of its major donors.

    Agricultural activities have dramatically altered our planet's land surface. To understand the extent and spatial distribution of these changes, we have developed a new global data set of croplands and pastures circa 2000 by combining agricultural inventory data and satellite-derived land cover data. The agricultural inventory data, with much greater spatial detail than previously available, is used to train a land cover classification data set obtained by merging two different satellite-derived products (Boston University's MODIS-derived land cover product and the GLC2000 data set).

    In Kenya, insecure land tenure and inequitable access to land, forest and water resources have contributed to conflict and violence, which has in turn exacerbated food insecurity. To address these interlinked problems, a new set of laws and policies on food security and land governance are currently being introduced or designed by the Government of Kenya. The new Food Security Bill explicitly recognizes the link between food security and land access, and the 2012 land laws target the corrupt system of land administration that made much of Kenya’s land grabbing possible.

    In Kenya, insecure land tenure and inequitable access to land and natural resources have contributed to conflict and violence, which has in return exacerbated food insecurity. Most farmers in Kenya have no legal title for the land on which they farm. Sources of tenure insecurity can be ethnic conflicts over land between neighbouring communities, particularly in the Northern provinces, expropriation by the state or local government and land grabbing by local elite or companies. Competition is as well growing over water, especially over groundwater, which is scarce in Kenya.
