Investment in agriculture is essential for sustainable development, in particular for achieving food security, adequate nutrition, decent employment, poverty reduction and environmental protection. In seeking to attract agricultural investment, many governments and local communities have entered into Agricultural Land Investment Contracts (ALIC).
In Kenya, insecure land tenure and inequitable access to land, forest and water resources have contributed to conflict and violence, which has in turn exacerbated food insecurity. To address these interlinked problems, a new set of laws and policies on food security and land governance are currently being introduced or designed by the Government of Kenya. The new Food Security Bill explicitly recognizes the link between food security and land access, and the 2012 land laws target the corrupt system of land administration that made much of Kenya’s land grabbing possible.
Since the 2008 food price crisis, foreign investors have been acquiring more and more land in poor countries for producing foodstuffs and biofuels for their own use. Such investments have the potential to promote rural development and food security worldwide. By the same token, however, there is the danger of countless small farmers losing their land, of food insecurity increasing in many places, and of social and ecological systems collapsing through pure "land grabbing".
Based on data from the Land Matrix database, this paper briefly analyses large-scale land acquisitions in the context of current complex and dynamic land and climate governance discourse. The paper tries to explain the inter linkages between land and climate governance, within the water-food-energy nexus, and the increasing and important role for science, technology and innovation in agriculture in order to become more resilient to current and future challenges in climate and land governance.
