Land Tenure Working Paper 12: The Participatory and Negotiated Territorial Development (PNTD) methodology is a facilitative process developed by FAO that strives for rural development through negotiation, participation and dialogue. In view of the growing competition over limited resources among actors and territories and the decreasing credibility of public administrations, this approach focuses on establishing and maintaining social dialogue within the territory and restructuring and/or strengthening territorial institutions.

En diciembre de 1997, la FAO alberg un seminario sobre el pluralismo y el desarrollo forestal y rural sostenible, cuya finalidad era intercambiar informacin y experiencias y encontrar mtodos que permitan optimizar la cooperacin entre distintos grupos interesados en la ordenacin de los recursos forestales. El seminario cont con la presencia de 35 participantes en representacin de organizaciones (y de tipos de organizacin, regiones geogrficas y disciplinas) diferentes. Los artculos de este nmero de Unasylva son adaptaciones de los documentos presentados en ese seminario.

Without significant policy support, forest and forestry in Lao PDR will continue to be overwhelmingly influenced by the regional resource economy during the next decade.
