The Agricultural Perspective Plan (APP) is a national strategy with a cross-sectoral approach with a duration of twenty years (1995-2015). Its goal is to add two percentage points to the country’s agricultural growth which would expand per capita agricultural growth sixfold, from its current 0.5% to 3% per year. The APP strategy is based on the acceleration of the agricultural growth rate sufficiently to obtrain strong multiplier effect on growth in employment, both in agriculture itself and in nonagricultural sectors.

This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.

In the 1950s and 1960s, the Republic of Korea was one of the poorest and least developed countries in the world. Deforestation had stripped the country of half its forest cover, contributing to severe erosion, repetitive flood and drought damage and a decrease in agricultural production which threatened national food security. Recognizing the importance of forests’ watershed and soil protection functions in restoring agricultural productivity, the government undertook an intensive forest rehabilitation effort.

The range of efforts required to develop the full potential of NWFPs is wide indeed. Land-use and forest policies need to be evaluated and where necessary adapted to ensure that potential impacts on non-wood forest resources and products are taken into consideration. Increased research on the abundance, distribution, biology and ecology of non-wood forest resources is essential. Of particular importance are investigations into ways to improve the employment- and income-generating potential of NWFPs through better harvesting, storage, transport, processing, manufacturing and marketing.

This paper presents the application of the Sustainable Livelihoods Approach (SLA) to forest-poverty linkages and the analysis of the main issues that are raised for the Forestry Outlook study. The LSP Sub-programme on access to natural resources initially intended to begin its work in support of the FOWECA project with a regional desk study. However, with Forest - poverty linkages in West and Central Asia 2 sparse literature available, a decision was made to focus the initial work on Kyrgyzstan given the experience of the Collaborative Forest Management (LSP Working Paper 13).
