Women play an increasingly greater role in agriculture. Ensuring that they have opportunities—equal to those of men—to participate in transforming agriculture is a prerequisite for sustainable intensification. Increased gender equity in agriculture is both a practical and a social justice issue: practical because women are responsible for much of the production by smallholders; and social justice because in many cases they currently do not have rights over land and water resources, nor full access to markets, and often they do not even control the crops they produce.

This presentation concerns the key property rights issues arising in the West African Semi-Arid Tropics (WASAT). The WASAT contains three main agro-climatic zones: Sahel (300–600 mm of annual rainfall falling in 2.5–4 months); Sudanian (600–900 mm, 4 to 6 month rainy season); and Guinean (900–1100 mm, 6–7 month rainy season). The author presented a conceptual framework to explain the responses that farmers in the WASAT region have adopted to deal with changes in their environment.

This research was undertaken as a Ph.D. dissertation (Stanford University) in conjunction with the ILCA programme in Niamey, Niger. The objective of the research was similar to that of the World Bank studies: to test how land tenure affects land-improving investment, agricultural productivity and resource management. The standard hypothesis is that land tenure that is non-exclusive insecure or non-transferable will lead to under-investment and depressed factor mobility.

In recent years, large-scale agricultural investment projects have increased in sub-Saharan Africa as a result of the growing appetites of local and international investors for land resources. Research has so far mainly focused on land issues, but the water implications of these land deals are starting to surface. Taking the Office du Niger (ON), in Mali, as a case study, it is shown that while around 100,000 ha is currently being cultivated, mostly by smallholders, a total of 600,000 ha of land has been allocated in the past ten years to investors in large-scale farming.
