Mounting exclusionary forces have made the task of achieving equity in urban land delivery more elusive than it has ever been. Statistics show that, in practice, most land for urban development (especially that occupied by the poor) is supplied outside state regulatory frameworks and there is overwhelming evidence of the importance of secure access to land and housing to the livelihood strategies of poor urban households.
This essay argues that an awareness of the historical relation- ships among land use, land tenure, and the political economy of Mongolia is essential to understanding current pastoral land use patterns and policies in Mongolia. This Act concerns measures to prevent and correct unlawful occupancy of gazetted land and related matters. "Gazetted land" is agricultural land required for resettlement purposes. “Resettlement land” means land identified as resettlement land under the Rural District Councils Act. Persons unlawfully holding, using or occupying gazetted land shall cease to do so in accordance with this Act and may be awarded compensation for improvements effected on the land before its acquisition.
