    Section 2 of this Chapter sets out findings and defines policy goals regarding the protection of the Seashore Reserve (defined in section 3). One of the particular goals is to protect wildlife, marine life, and other ocean resources, and the natural environment, to preserve the ecological balance of the seashore reserve and prevent its deterioration and destruction. The Guam Territorial Seashore Protection Commission is created under section 4.

    This Act amends Chapter 75 of Title 21 so as to require the Chamorro Land Trust to identify suitable land for the cultivation of native plants used for medicinal purposes and establish the criteria, application, and operational procedures for the allocation of parcels. An applicant must submit a proposal for usage of the parcelled lot and a list of plants to be cultivated.

    This Act amends Chapter 75 of Title 21 GCA so as to allow residential and agricultural leaseholders are authorized to conduct small-scale cottage industry activities, in which goods and services are produced primarily within their leased residential and agricultural lots. Cottage industry activities include small-scale cultivation and farming.

    This Act allows the Department of Agriculture to establish agricultural preserves, contains rules governing administration and establishment of preserves, grants authority to the Department to enter into contracts with landowners to limit the use of agricultural land for preservation purposes and provides for relief from the provisions of such contracts.The following lands may be included in an agricultural reserve: (a) land devoted to recreational use; (b) a wildlife habitat area; and (c) a submerged area.

    This Act amends Chapter 80 concerning the Guam Ancestral Lands Commission by adding a new section which provides for transfer of specified land to the Commission and disposal of such land by the Commission in according with existing legislation. The land shall be classified as "A" - Agricultural zone."

    These Regulations concern the control of operations that may bring about erosion, sedimentation and soil degradation and for this purpose make provision for a system of permits and the approval of Erosion and Sediment Control Plans. The Regulations also provide rules relative to methods of soil-related activities so as to prevent erosion or other degradation of the soil.The Regulations shall apply to a limited range of activities concerning the soil. These activities require a clearing or grading permit.

    These Regulations provide for the control of clearing, grading, filling, excavating, or other earth-moving operations which require a permit as provided for in specified legislation including operations by the Government.All such operations shall be carried out in accordance with an Erosion Control Plan approved by the Guam Environmental Protection Agency and in accordance with rules here prescribed. The plan shall meet requirements as prescribed by these Regulations and shall contain a stormwater drainage system proposal.

    The purpose of these Rules and Regulations is to provide uniform procedure regulating the disposition of government land in subdivisions in compliance with applicable public Laws. It concerns management and organization of the Public Lands Subdivision Committee (the powers and duties of which are transferred to the Chamorro Land Trust Commission) and defines criteria for the eligibility in relation with Government Subdivision Applications. There shall be a priority rating in the evaluation of applications.
