    One of local government authorities is the implementation of land use planning. Due to implementation land use planning, controlling is needed as effort for the implementation is appropriate with the planning. According to Spatial Planning Act No.26/2007, land use control instruments are zoning regulation, permit, incentive and disincentive, and sanction. In Indonesia, zoning regulation is new instrument and only a few of city that have made and uses zoning regulation as land use control instrument.

The law says that municipal commonage must be used to contribute towards land reform.     Nairobi River Basin is a complex of several parallel rivers that flow through the City of Nairobi and empty into a larger river and flow to the Indian Ocean. The rivers are polluted with garbage, industrial liquid effluence, agro-chemicals, petro-chemicals among others. This situation has occasioned spread of water-borne diseases, loss of sustainable livelihoods, loss of biodiversity, reduced availability and access to safe potable water, and the insidious effects of toxic substances and heavy metal poisoning which affects human productivity.

By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.
