This Presidential Decree, consisting of 156 articles divided into seven Chapters and one Annex, regulates the principles and norms for the organization and functioning of Local Government Bodies, establishing the respective organizational structures, as well as their operational mechanisms in the field of Agriculture, Livestock, Fisheries, Environment, Health, Social Security, Gender Equality, Energy and Water resources.
This Ministerial Order, consisting of 4 articles and eleven Annexes (I-A to I-M), establishes the formal Recognition of Traditional Sucos and Indigenous Villages existing in the Democratic Republic of Timor-Leste. The Democratic Republic of Timor-Leste recognizes the existence of 451 Sucos and 2,233 Villages, whose designation and location in the national territory is included in Annex I-A to Annex I-M to this Ministerial Order. Annexes specify Administrative Areas; Sucos and related Villages.
This Decree approves the Regulation of Land Act; right of use and conditions for exploiting public lands. This Resolution authorizes the request for conversion of provisional authorization into definitive Right of Land Use and Exploitation (DUAT) for the silvo-forestry activities on behalf of the Company Niassa Forests Ltd, concerning an area of 34,227.15 hectares, located in the administrative post of Chimbonila, District of Lichinga, Niassa Province, documented in the cadastral case No. 11764/1250, as the map attached to this Resolution.

This Decree, composed of 18 articles and two Annexes, regulates spatial planning of all national coastal area. In particular, it regulates the formulation and approval of Coastal Area Management Plans (POOC). The Decree defines POOC objectives, formulation requirements and procedures. Moreover, it institutes Permanent Technical Commissions to operate at Province level providing technical recommendations. Furthermore, the Decree rules on POOC approval and on the subsequent public works’ implementation (including control procedures). Finally, it recalls applicable sanctions.
This Decree, consisting of 12 Chapters, approves the Regulation for the territorial planning of Mozambique for a sustainable use of the environment, and is divided as follows: General provisions (Chap. I), Territorial Instruments for Management System (Chap. II), National, Provincial, District, Community and General Legal Regime of Instruments (Chap. III-VII), Revision of Land planning instruments (Chap. VIII), Defense of instruments (Chap. IX), Land Expropriation (Chap. X), Monitoring and Evaluation (Chap. XI), Controls, inspections and Sanctions (Chap. XII).
This Resolution, consisting of 6 articles and 1 Table, establishes Special Plan requirements for Land Planning within the Province of Tete. It specifies Strategic Environmental Impact Assessment of the Zambesi Valley and part of its Basin, in particular applies for the following districts: Guro, Tambara, Chemba, Caia, Marromeu, Morrumbala, Mopeia and Chinde. This Resolution also establishes patterns and conditions for natural resources and areas use with special and different characteristics.
This Presidential Decree, consisting of 2 Chapters, regulates the expropriation regime of public coastal lands designated to infrastructures and support equipments for beach facilities on the entire coastal area up to the maritime zone (excluding harbours and military areas) and the land protection area with a maximum width of 500 metres, transferring the competencies to the private domain of the respective Provincial Governments.

This Presidential Decree approves the mid-term Development Plan 2009-2013 for the Province of Huíla (in the Annex). The above mentioned Plan specifies the projects prescribed by the General Budget of 2012 under the Development Programme of this Province. Moreover, this Plan establishes priority projects to be assessed and eventually implemented and treated in coordination with the executive central services.
