    The present paper aims to demonstrate how the state land ownership affects development of agricultural sector in Uzbekistan, and what are its strengths and weaknesses. It highlights the importance of secure land right regardless of ownership. Land in Uzbekistan is state-owned; the exclusive state ownership of land was first incorporated in the 1992 Constitution. The official rationale was to ensure food security and social stability; another concern was the state-run irrigation system, operation of which would be hampered in the event of land privatization.

    Like that in other post-communist states, Tajikistan’s agricultural decollectivization was initiated through top-down measures. However, the implementation process has not been uniform across the state’s territory; in some districts collective farms were quickly and thoroughly broken up, while in others the process is just now beginning. In this paper, we investigate spatial variation in Tajikistan’s decollectivization process.

    In Afghanistan, insecurity over land and water rights hampers investments in food production and irrigation. In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow. Moreover, land administration capacity is weak and improvements mostly take place in urban areas. In this context, land disputes are common and often violent.

    Land Tenure Considerations in Sri Lanka’s Proposed National REDD+ Strategy

    At the request of the Sri Lankan Government an assessment was designed and conducted as part of the development of the country’s national strategy on REDD+.  The assessment involved applying criteria from the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests (VGGT) to analyze the tenure implications for a wide array of proposed policies and measures (PAMs) to address deforestation and forest degradation.  The assessment will help Sri Lanka to prioritize and make investment decisions among the PAMs.

    AFTER 200 YEARS, WHY IS INDONESIA’S CADASTRAL SYSTEM STILL INCOMPLETE?

    This paper discusses Indonesia’s experience with establishing a uniform cadastral system in rural areas since the idea was first mooted in the early 19th century. Until 1961, a formal cadastre that identified, measured, registered and certified land titles existed only in urban areas. A cadastre for rural land did not start until after the 1960 Agrarian Law. Until then, the village-based land tax registers acted as a substitute cadastral register in areas subject to land tax.

    How Do Differences in Land Ownership Types in China Affect Land Development? A Case from Beijing

    China has a unique land use system in which there are two types of land ownership, namely, state-owned urban land and farmer collective-owned rural land. Despite strict restrictions on the use rights of farmer collective-owned land, rural land is, in fact, developed along two pathways: it is formally acquired by the state and transferred into state ownership, or it is informally developed while remaining in collective ownership.
