    ABSTRACTED FROM PURPOSE OF THIS MISSION: The purpose of the mission was to gather accurate and up-to-date information from a range of sources about a number of issues concerning the treatment of Tamils including the government’s attitude to diaspora activities and the treatment of members of diaspora groups, in particular members of the Transnational Government of Tamil Eelam (TGTE). The mission was also interested in gathering information about the treatment of members and former members of the Liberation Tamil Tigers of Eelam (LTTE).

    This Act amends the Land and Buildings Transaction Tax (Scotland) Act 2013 in Schedule 2A, which makes provision about an additional amount of tax chargeable in respect of certain chargeable transactions. It sets out rules regarding the assessment of ownership of land.

    These Regulations specify descriptions of land that need not be included in the register of land to be established and maintained by relevant authorities under section 94(1) of the Community Empowerment (Scotland) Act 2015. It includes land used for water purposes. Section 94 requires each relevant authority to establish and maintain a register of specified land. The land is land which, to the best of the authority’s knowledge and belief, is owned or leased by a relevant authority.

    These Regulations make provision in relation to bringing into force sections 83 (core path plans) and 84 (access rights: service of court applications) of the Land Reform (Scotland) Act 2016. It also contains transitional provisions regarding "core path plans" as provided for by the Land Reform (Scotland) Act 2003. The effect of this is that anything done under the old law before 31st December 2016 will have effect as if it had been done under the new law.

    These Rules amend the Land Registration Rules 2003, which make detailed provision for land registration in England and Wales under powers contained in the Land Registration Act 2002. They amend the principal rules by: (a) substituting a new Schedule 1 (prescribed forms); (b) making amendments to certain rules consequential upon the new Schedule 1, (c) making provision for evidence in support of certain applications to be given in the form of a statement of truth, and (d) amending provisions relating to entries in the register in certain cases.

    This Act provides a legal framework that will promote and encourage community empowerment and participation. It creates new rights for community bodies and places new duties on public authorities. The Act amends the Land Reform (Scotland) Act 2003, extending the community right to buy to all of Scotland, urban and rural, and improving procedures. It also introduces a new provision for community bodies to purchase land which is abandoned, neglected or causing harm to the environmental wellbeing of the community, where the owner is not willing to sell that land.

    These Regulations provide that a disposal of land by local authorities for a consideration less than the best that can reasonably be obtained may take place where the local authority has carried out an appraisal of the proposed disposal, and is it satisfied that the disposal is reasonable and that the disposal contributes to one or more listed purposes.

    This Act concerns national parks and other protected areas and access to the countryside. The provisions of this Part of this Act shall have effect for the purpose of conserving and enhancing the natural beauty, wildlife and cultural heritage of the protected areas. The Act provides for establishment, management and conservation of national parks and nature reserves and for compulsory acquisition of land for purposes of this Act. The Act also concerns public rights of way and access to open country.
