    According to estimates by the International Land Coalition based at the International Fund for Agricultural Development (IFAD), 57 million hectares of land have been leased to foreign investors since 2007. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa.

    In Burkina Faso, more than two-thirds of the population relies on rain-fed agriculture for food and income. However, scarce and insufficient water or irregular rainfall frequently puts farmers at risk of losing their crops. Climate change is making already variable rainfall less reliable. Yet all kinds of water users—farmers, fishers, livestock herders, domestic users, city dwellers, emerging industries–and ecosystems depend on access to water of the right quality, in the right quantity, and at the right time.

    Water security is influenced by the complex interplay between ecological, socio-political, governance and water management systems. Achieving water security is essential for ensuring sustainable development, and challenges with water security are closely linked to the overall experience of poverty that many countries throughout the world, including South Africa, confront. These problems can broadly be understood through three main factors: water availability, access and usage; water governance and management underpin these factors.

    Following the two-day WLE Ganges Regional Research Workshop on the CPWF Delta Program, a smaller meeting was held with fourteen participants. This meeting focused on providing insights from CPWF’s work in the Ganges and developing recommendations for the design team that will develop the WLE Ganges proposal. Discussions were based on the recently drafted Ganges Focal Region Development Challenge concept note following a WLE meeting in Amman, Jordan. Participants included key members of the CPWF-Ganges research team and representatives of the WLE Ganges ‘hills’ and ‘plains’ regions.

    A sustainable food future will require reductions in greenhouse gas emissions from agriculture even as the world produces substantially more food. The production of rice, the staple crop for the majority of the world’s population, emits large quantities of methane, a potent greenhouse gas. According to various governments, global rice production emits 500 million tons of greenhouse gases (carbon dioxide equivalent) per year—or at least 10 percent of total agricultural emissions.

    Water productivity (WP) and water footprint (WFP) are popular concepts in research and discourses on water management. Yet there are concerns about their theoretical validity and practical value. This paper shows that the water production function, the concept with a sound theoretical foundation, is the basis for WP. Total WFP is the reciprocal of WP. The practical value of WP and WFP depends on the context of water use and stress. Maximizing WP, not a panacea to all water problems, mainly suits arid rainfed areas.
