The Land We Lost Briefing Document

Native Customary Rights (NCR) and Monoculture Plantations in Sarawak

    Reports & Research
    July, 2019
    Malaysia

This publication is the outcome of our research on the socio-environmental impacts of large pulp and paper, timber tree and oil palm plantations in Sarawak. It contains two case studies on plantation affected indigenous communities in Batu Niah and Bakong in the Miri Division. It stresses on the importance of understanding the context of large monoculture plantations in Sarawak accurately, as it entails two destructive factors. First, it involves deforestation, as it is clearly a post-logging development.

    Evidence from Mozambique

    Reports & Research

    Mozambique

Mozambique currently has one of the highest rates of land concessions throughout Africa. In the coming years, if large-scale land concession grants to private investors are not carefully controlled, the amount of land still held and managed by rural Mozambicans will decrease significantly, with associated negative impacts on already impoverished rural communities.

The loss of woodland in Mozambique is more than an environmental issue. Choices about land use — whether made locally, provincially or nationally — affect the availability of water, firewood, fertile land and other ‘ecosystem services’ delivered by woodlands. When these services underpin food security and routes out of poverty, what happens to woodlands becomes as much about people.

    Supporting the agriculture sector

The GoE with technical support from the Land Investment for Transformation (LIFT) programme is issuing Second Level Land Certificates (SLLC) to increase the land tenure security of farmers. As a result, farmers are more willing to invest in their land in a productive and sustainable way. However, to allow for increased productive investment, farmers must have access to improved agri-inputs and technologies that are climate smart: this is currently a challenge in most rural areas.

    Kenya

The cadastral system in Kenya was established in 1903 to cater for land alienation for the white settlers. Since then, a hundred years later, the structure of the system has remained more or less the same despite major changes in surveying technology. The government of Kenya has realized that the current structure is not conducive to economic demands of the 21st century and is interested in re-organizing the structure in line with the current constitutional dispensation and new paradigms in land management.
