    Land Tenure Working Paper 8. This paper articulates the views and demands of marginalised groups regarding the tenure of land and other natural resources. It points out the importance of adopting human rights framework when developing Voluntary Guidelines. Such framework means addressing the unequal relationships of power and corruption within and behind prevailing land tenure structures. It makes the governance of tenure of land and other natural resources more accountable, transparent, democratic and participatory.

    Desde sus orígenes, el desarrollo de la agricultura ha estado estrechamente ligado al trabajo de la mujer. Su contribución a la agricultura se remonta a más de 6 000 años, cuando se inició la domesticación de animales y plantas en los primeros asentamientos humanos. Con el paso del tiempo, con la división del trabajo y de responsabilidades tanto en el seno de la unidad familiar como en la comunidad, se asignaron a las mujeres las tareas y responsabilidades vinculadas a las actividades agrícolas y nutricionales.

    The Pinheiro Principles provide restitution practitioners, as well as States and UN and others agencies, with a consolidated text relating to the legal, policy, procedural, institutional and technical implementation mechanisms for housing and property restitution. As such, the Principles provide specific policy guidance regarding how to ensure the right to housing and property restitution in practice and for the implementation of restitution laws, programmes and policies, based on existing international human rights, humanitarian, refugee and national standards.

    The present paper seeks to cover the key issues, trends, constraints, challenges, knowledge gaps and policy options on a range of dimensions of land access. Land access is broadly defined as the processes by which people individually or collectively gain rights and opportunities to occupy and utilise land (primarily for productive purposes but also other economic and social purposes) on a temporary or permanent basis.

    Women make significant contributions to the rural economy in all developing country regions. Their roles OF FOOD AND AGRICULTURE differ across regions, yet they consistently have less access than men to the resources and opportunities they need to be more productive. Increasing women’s access to land, livestock, education, financial services, extension, technology and rural employment would boost their productivity and generate gains in terms of agricultural production, food security, economic growth and social welfare.

    Las mujeres aportan contribuciones significativas a la economía rural en todas las regiones de los países en desarrollo. Sus roles difieren según las regiones, aunque siempre tienen un menor acceso que los hombres a los recursos y oportunidades que necesitan para ser más productivas. Si se incrementara el acceso de las mujeres a la tierra, la ganadería, la educación, los servicios financieros, la extensión, la tecnología y el empleo rural, aumentaría su productividad así como la producción agrícola, la seguridad alimentaria, el crecimiento económico y el bienestar social.
