    The Guideline provides for areas of the public forestry and pasture fund that may be leased according to the public competition/bidding procedures. The forestry authorities assess the forestry and pasture areas at the beginning of the year and submit the proposed list of leases to the municipality together with a detailed report on their potential use. The leases should comply with the law requirements regarding the allowed activities as well as the long- and short-term management plans.

    This Decision approves the inventory list of the immovable State properties administered by the drainage boards that will be transferred to the administration of the Ministry of Agriculture, Food and Consumer Protection. There are 16 drainage boards with a total of 795 inventory sheets and 11 957 properties.

    This Regulation amends articles 1(1), 1(2), 11(3) and 11(5) of Regulation No. 831 of 1998. According to these new provisions, the study on agricultural and forestry lands registered in the Immovable Property Office can be prepared by the Directorate of Agriculture and Food or the Forestry Service Directorate. These studies are then approved by the Ministry of Agriculture and Food.

    This Regulation defines the procedure for leasing State agricultural and forestry lands, pastures and meadows. It consists of three Parts: (I) Designation, assessment and classification of State agricultural lands to be leased; (II) Establishment and functioning of the board for renting State agricultural lands; (III) Lease payment methods. The Regional Directorate of Agriculture prepares the study on agricultural lands registered as State-owned in the immovable property offices which can be leased.

    This Law defines the legal regime of refused agricultural lands (lands which are not accepted into use or ownership by farmers). Refused lands are considered as State agricultural lands. They are transferred to the administration of the General Directorate of Forests and Pastures. The latter, through its regional directorates and in collaboration with the land distribution commissions, determines the areas of refused lands based on the data given by the municipalities and communes and certified by the immovable property offices.

    This Regulation concerns the refusal to own or possess land. There are hereby regulated the procedures appicable to requests for land. The land above-mentioned is considered to be State-owned land to be administered and distributed by the Ministry of Agriculture and Food. The refusal must be in written form and submitted to the village land distribution committee. Refusal of the land from village families does not affect their entitlement to social aid, whereas the refusal from agriculture enterprises families render the family ineligible for social aid.
