    Part I of the Countryside and Rights of Way Act 2000 establishes a new regime for access to the countryside. Under Part I maps prepared by the Countryside Agency will show registered common land and open country. These Regulations make provision for the preparation of and consultation on maps in draft form under this Part. Regulation 3 provides for the preparation and scale of maps issued in draft form, including the form in which they are to be prepared.

    These Regulations require Natural England (as successor body to the Countryside Agency) to retain conclusive maps of registered common land and open country by the issue of draft maps, which are subsequently confirmed by the Countryside Agency and make provision for the inspection of such maps. Regulation 4 provides for the inspection and supply of reduced scale maps, which are copies of conclusive maps on a smaller scale.

    These Regulations make provision for the maps, plans or drawings which are required to accompany an application by a community body to register an interest in land. If the application is granted the maps, plans or drawings are to be entered in the Register of Community Interests in Land. The Schedule to the Regulations requires that the maps, plans or drawings use a metric scale corresponding to a scale used by the Ordnance Survey for that land, are taxative and show a north point.

    Under section 11 of the Countryside and Rights of Way Act 2000, the National Assembly for Wales may by regulations provide the procedures to be followed in the preparation of maps which will show land over which the public will have a right of access, comprising registered common land and open country to which the public right of access under section 2 of the Act will relate. These Regulations make provision for the preparation and issue of maps in provisional and conclusive form.
