    Abstracted from executive summary:

    The Indian Central Government introduced three agricultural reform bills in June 2020. These Bills, known collectively as the farm laws, were passed by the Indian Parliament at the end of September. Opposition figures and protesting farmers complained there was little consultation over the legislation. On 19 November 2021, after nearly a year of mass protests against the laws, the Indian Prime Minister, Narendra Modi, made a surprise announcement that his Government would repeal the farm laws.

    This note provides country of origin information (COI) and policy guidance to Home Office decision makers on handling particular types of protection and human rights claims. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002.

    These Regulations amend the Common Agricultural Policy Basic Payment and Support Schemes (Wales) Regulations 2015 and the Common Agricultural Policy (Integrated Administration and Control System and Enforcement and Cross Compliance) (Wales) Regulations 2014 by inserting provisions which provide that there will be a national reserve established by the Welsh Ministers setting out, in priority order, how funds in that reserve will be used.

    This Order, made under the Planning Act 2008, provides for “development consent” for a large specific wind farm project. This project shall conform various environmental standards and plans. The undertaker of the project shall also have regard to various requirements regarding discharge of water and protection of water resources. The Order does not authorise any water discharge activities or groundwater activities for which a licence is required pursuant to regulation 12(1)(b) of the Environmental Permitting (England and Wales) Regulations 2010.

    These Regulations implement the requirements of the Directive 2011/92/EU as amended by 2014/52/EU for environmental impact assessment procedures in the context of the nationally significant infrastructure regime which extends to England and Wales and for limited purposes to Scotland. To the extent that these Regulations implement the Directive in relation to this regime, they extend to Wales and Scotland.

    These Regulations amend section 78YB of the Environmental Protection Act 1990 by substituting a new subsection (1A) into that provision. This new subsection sets out the circumstances in which a remediation notice under Part IIA of that Act (contaminated land) may not be served where the Water Environment (Controlled Activities) (Scotland) Regulations 2011 ("Regulations")apply.

    This Order, made under section 13(4) and 14(7) of the Landfill Tax (Scotland) Act 2014, provides that, subject to specified conditions e, the material listed in column 2 of the Schedule is qualifying material for the purposes of the lower rate of Scottish landfill tax. The Order provides for conditions that must be met in relation to material that consists of fines where a loss on ignition test in accordance with guidance published by Revenue Scotland must be carried out.

    The Regulations make amendments to the Landfill Tax Regulations 1996 in order to make changes to the operation of the Landfill Communities Fund (the ‘LCF’). These Regulations, first, reduce the maximum amount of credit that a registered person may receive in respect of LCF contributions in any contribution year. Secondly, the Regulations prevent registered persons making payments to approved bodies on condition that the sums paid may only be invested in order to generate interest.

    These Regulations amend the Town and Country Planning (Trees) Regulations 1999, in relation to Wales in Part 1 and remove Part 2 of Schedule 2 to the Order. The effect of the amendments is to require— (a) a notice of appeal to be accompanied by a full statement of case comprised of a written statement containing full particulars of the appellant’s case and copies of supporting documents; and (b) the appellant to send a copy of both the notice of appeal and full statement of case to the authority which made the tree preservation order as soon as reasonably practicable.
