    This Ordinance makes provision with respect to sale, lease or otherwise disposal of lands which belong to the Crown. Subject to the provisions of this Ordinance, the Governor on behalf of the Crown may make grants of Crown lands in such manner and subject to such conditions as may be required and as he or she may deem proper. Every grant shall be executed by the Minister or a public officer authorized by him in that he be expressed to be made in conformity with the provisions of this Ordinance.

    This Law provides rules applicable to the acquisition of land by the States through compulsory purchase on behalf of the public as authorized by Special Law, i.e. a Law confirmed by Order of Her Majesty in Council. The power under Special Law may include the right to acquire or extinguish a servitude or other right over land. Land may only be acquired on the basis of a plan approved by the States. There shall be a Board of Arbitrators for purposes of this Law, which shall determine questions as to compensation for land compulsorily acquired.

    This Law is composed of 3 articles which state the following: The ownership of Israel lands, being the lands in Israel of the State, the Development Authority or the Keren Kayemet Le-Israel, shall not be transferred either by sale or in any other manner (1); section 1 shall not apply to classes of lands and classes of transactions determined for that purpose by Law (2); In this Law, "lands" means land, houses, buildings and anything permanently fixed to land (3).
