This Act provides for the establishment of the Surveyors Council of Nigeria as a body corporate and provides for the control and registration by the Council of surveyors. The Act also sets out qualifications and procedures for registration as a surveyor by the registrar appointed by the Council and establishes the Surveyors Disciplinary Committee and the Surveyors Investigating Panel. The Surveyors Licensing Board established pursuant to the Survey Act is dissolved.

This Act declares all the lands within 100 metres limit of the 1967 shoreline of Nigeria and any other land reclaimed from any lagoon, sea or ocean in or bordering Nigeria or of oceans bordering the Federal Republic of Nigeria, to the exclusion of any right accruing to any body corporate or unincorporate or industry, to vest in the Federal Government of Nigeria.

This Act establishes the Nigeria Institute of Soil Science charged with responsibility for regulating the profession of Soil Science. It also establishes the Council of the Nigeria Institute of Soil Science and the Nigerian Institute of Soil and the Science Disciplinary Tribunal The Institute shall be a body corporate and shall be governed by the Council.

This Act amends the Mortgage Institutions Act by reviewing the prescribed penalties in sections 1 (no mortgage business shall be transacted in Nigeria except by a company which is duly incorporated in Nigeria for that purpose and in possession of a valid licence granted by the Minister authorising it to do so), 15 (accounting), 17 (submission of returns to the Federal Mortgage Bank), 20 (restriction of interests by officials of mortgage institutions), 21 (prohibition of receipt of commission, etc., by staff).

This Law provides that no alien (defined by this Law) may acquire land save with approval of the Commissioner responsible for land and prohibits the unlawful occupation of land by an alien. It also provides with respect to ejection proceedings and grants regulation-making powers for purposes of this Law to the Executive Council. also transfer of land by an alien must be approved by the Commissioner.

This Act prohibits the carrying out of survey work (as defined) unless the person responsible for carrying out the work has given to the Director of Federal Surveys at least three months in advance, or such shorter period as the Director may allow, notice of the work to be carried out. The Act specifies duties of the Director and the person carrying out the work in relation with preparation of the survey.

The Law imposes a land-based charge, to be called Land Use Charge, payable on all real property situated in the State and which is not subject to an exemption as specified by this Law. "Real property" includes any land, improvements on land and wharfs or piers. The amount payable as Land Use Charge shall be determined in accordance with the formula set out in the Schedule to this Law.

This Act provides for the licensing of mortgage institutions and lays down rules for mortgage business by licensed mortgage institutions. If any company intends to carry on mortgage business in Nigeria, it shall apply in writing through the Federal Mortgage Bank to the Minister for the grant of a licence in accordance with the following provisions of this Act. Every mortgage institution shall submit to the Federal Mortgage Bank such returns as specified. The Federal High Court shall have jurisdiction to try all offences created under this Act.
