    This Act regulates the (grant of) administration of real and personal estates of deceased persons, minors and persons under curatorship and of derelict estates. The Act also places restrictions of the disposal of such estates and provides for registration of documents and the handling of disputed claims. The Minister shall appoint Masters, Deputy Masters and Assistant Masters for purposes of grant of letters of administration.

    This Act converts the National Special Risks Insurance Association established in terms section 21 of the Companies Act, 2004 into a public company having a share capital, with shares held by the State. It also determines the nature and ambit of the special risks that the Company may underwrite and the role of the State in the short-term insurance industry as regards special risks and to reduce the reinsurance risk exposure of the State. One of the risks that may be covered is loss in respect of a mortgage loan. Risks may arise from political strife or public disorder.

    This Act amends the Land Husbandry Act 1969: in section 3 (2) (b) by deleting the words "of section 93 of the Constitution" and substituting the following therefor "of section 4 of the Land Act 1973"; in section 4 relative to consultation of local authorities by the Minister when making of Regulations in regard to a particular agricultural area; and by deleting section 5. Section 5 concerned consultation by the Minister when making Regulations.

The Tribunal may consist of one or more divisions as the Minister may consider necessary to constitute, each headed by a Land Tribunal President.
