يتناول هذا الدليل التقني، الذي اشتركت في إعداده أمانتا منظمة الأمم المتحدة للأغذية والزراعة (الفاو) واتفاقية الأمم المتحدة لمكافحة التصحر، بمساهمات من أصحاب المصلحة المتعددين، إدماج المبادئ التوجيهية الطوعية بشأن الإدارة المسؤولة لحيازة الأراضي ومصائد الأسماك والغابات في سياق الأمن الغذائي الوطني في تنفيذ اتفاقية الأمم المتحدة لمكافحة التصحر وتحييد أثر تدهور الأراضي. وبالتالي فتح فصل جديد في الجهود الجارية لمكافحة التصحر وتدهور الأراضي والجفاف.

Few publications or case studies tell the full story of how such initiatives evolve, the breadth of their impacts, or how they change over time. Fewer still have undertaken to tell these stories with community practitioners themselves guiding the narrative. The Equator Initiative aims to fill that gap.

Does poverty in Egypt have a woman's face? Is female poverty linked to their conditions in the labour market or levels of education? Are women particularly at risk in poor households? This report addresses the gender dimensions of poverty using the recent Household Expenditure, Income and Consumption Survey of 1999/2000 for Egypt. Poverty measures of males and females were found to be significantly different, in both urban and rural areas, where higher levels are observed among females than males.

Displacement continues to rise in the Americas, Asia, Europe and the Middle East. But the good news is that this year’s Global Overview shows a steady decline in IDP numbers in Africa, dating back from 2004. This positive trend gives us hope. Indeed, the African continent remains at the forefront of policy development in support of IDP rights. In 2009, the African Union adopted the Kampala Convention – the first ever instrument for the protection and assistance of IDPs to bind countries across a whole continent.

اتعد المبادئ التوجيهية بمثابة مرجع يحتذى به وتحدد المبادئ والمعايير المقبولة دوليا لممارسات الحوكمة المسؤولة للحيازة. وتوفر إطارا تستطيع البلدان الاستفادة منه عند صياغة استراتيجياتها وسياساتها وتشريعاتها وبرامجها وأنشطتها. وتسمح المبادئ التوجيهية للحكومات والمجتمع المدني والقطاع الخاص والمواطنين بالحكم على ما إذا كانت إجراءاتها المقترحة والإجراءات التي يتخذها الآخرون تمثل ممارسات مقبولة من عدمه.
