    The objective of the land legislation is to ensure the rights and interests of the subject in the land, which should be reflected in a clear legal regulation of procedures and conditions for seizure of land. According to the Land Code of the Republic of Kazakhstan dated 20.06.2003, all land should be used for its intended purpose. Use of land for the intended purpose means that the site should be used in accordance with the originally set goals - for agricultural production, housing, etc.

    The aim of this paper is to research the process of compulsory acquisition of land and its fixtures in the Trans-Adriatic Pipeline project in Albania from the perspective of the affected persons. The legislation of Albania as well as international principles concerning compulsory acquisition of property was analysed. Examined also was the process of how legal and institutional framework is applied in determining adequate compensation to landowners who are mostly small rural farmers.

    The Cadastral System in Spain is divided in two organizations: the first one is Register of Property and the other one - Real Estate Cadastre. Both of them are joined with the purpose to get better legal information security and make easier the registration of the information for citizens. At the same time they follow the instructions of the European Infrastructure for Cadastral parcels (INSPIRE). Each parcel has an identification code and every alteration in that parcels should be registered by the different Cadastral declarations models.

    The main tasks of land consolidation are to eliminate land fragmentation and to facilitate farms of optimal size. One of the most important preconditions of land consolidation is forming of optimal size farmland plots in property and use, and land fragmentation, which has a major impact on both the operating conditions and other rural development processes. Land fragmentation bothers not only land management, but also increases transport costs. During the land reform in the rural areas, land plots in ownership and rented land plots are developed per several land units.

    Agricultural transport roads play an important role not only from the point of view of individual farm holdings, but also the general development of rural areas. Roads constitute an element of the technical infrastructure indispensable for communication and transport; they play a role in shaping the rural landscape, and the routes they follow affect the forms and size of agricultural land and forest areas found within the area covered by a given road system. The existing public road network does not always provide access to all fields.

    The purpose of this research is to analyse the situation of policy documents and basic laws (constitutions), related to the rational use of rural land and fertile soil as an important natural resource. The analysis has shown affinity of common laws of different countries in relation to the preservation and improvement of agricultural land and to the provision of necessary infrastructure conducive to the development of agriculture. Based on the analysis of legal framework, the main directions and principles of land management and land use planning in agricultural areas were concluded.
