The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) and the Framework and Guidelines on Land Policy in Africa (F&G) are important international and continental instruments for improving the governance of tenure of land, fisheries and forests for improved food security and nutrition. They are useful for dealing with the many tenure challenges confronting developing countries and set the standards and frameworks for improvement.

Target 1.4 of the UN Sustainable Development Goals (SDGs) seeks to ensure that “all men and women, particularly the poor and vulnerable, have equal rights … to ownership and control over land and other forms of property.”

This target’s inclusion under SDG Goal 1, on “ending poverty in all its forms,” signifies a new global recognition that secure land tenure should be a central strategy in combating poverty. However, this land agenda has not been prominent in recent SDG reporting processes of governments.

Investment in land administration projects is often considered key for agricultural productivity and rural development in developing countries. But the evidence on such interventions is remarkably mixed. This paper reviews the literature and discusses a number of challenges related to the analysis of the impacts of land administration programs, focusing on developing countries where the starting position is one of land administration systems based on the Napoleonic code, with existing individual rights that may be imperfect and insecure.

This paper is about the research methods, stages, challenges and results of the LASCAUX programme, a European research programme that took place over five years, between February 2009 and January 2014. The LASCAUX programme is concerned with food issues, “from plough to plate”, from a mainly legal perspective. More particularly, the nuclear core of the programme is based on the study of the concept of "food security", according to the definition from the FAO.

Focus group participants and town planners proclaimed a demand for certain commercial developments such as grocery stores and fine-dining restaurants, but survey respondents generally exhibit a strong preference for no additional development beyond the status quo current rate of development.

Within the debate about rural development policy (RDP), there has been increasing call for a stronger territorial focus emphasising the potentials, resources and demands of regions. Investments in territorial capital and regional capacity building have been considered as the two main cornerstones of a place-based approach to rural development (OECD, 2006). On the basis of an analytical literature review, we developed a framework to operationalise a place-based approach of RDP.

The restoration and improvement of natural capital (NC) in rural areas represents one of the main objectives of the EU’s rural development policy (RDP). In addition to creating environmental and biodiversity benefits, NC represents an important territorial asset and a basis to generate socio-economic second-order effects for economic competitiveness and rural viability. However, the regional capability to valorise NC depends on the specific regional context, needs and potentials, as well as targeted policy support.
