    A discussion of the concerns of the environmental movement in the Asia-Pacific region with reference to biological diversity, forest loss, indigenous and forest-dependant people and climate change. The environmental perspective of different aspects of forestry development in the region is elucidated. Three possible scenarios for the future are presented depending on the level of achievement of environmental goals.

    Projections reveal that to sustain the likely world population in the year 2000, an increase of 60 percent in agricultural production will be required. "Is there sufficient land to meet these needs?" becomes the overriding question. However, little precise information exists on which to base a reliable answer. Previous appraisals of the global extents of arable lands, to support present and future human populations, vary from 3 to 7 thousand million hectares. Estimates of the populations these lands can support, vary from 7.5 to 40 thousand million.

    This guide on Rural property tax systems in Central and Eastern Europe has been prepared to support governments in the design and implementation of systems to raise revenues at local levels. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.
