    Reports & Research
    December, 2018

The perceptions and values that local communities have towards protected areas are of great value for the improvement of these territories’ management. Such perceptions and values are often absent in the conservation planning process, particularly in those privately protected areas that are established in areas where the land tenure system is based not only on ownership but also on customary uses.

The forest and landscape restoration (FLR) targets set as part of the Bonn Challenge draw attention to the governance arrangements required to translate national FLR targets into local action. To achieve the targets, actors at multiple levels of the governance scale aim to influence relevant processes on the ecological scale. In this article, we focus on the scale challenges relating to the implementation of Ecuador’s restoration targets, by analysing the implementation of the 2014–2017 National Forest Restoration Plan in the montane Chocó Andino and Bosque Seco landscapes.

As 3D cadastres offer advantages in several areas by providing information with greater accuracy and a high level of detail, a diagnosis of the cadastral situation is required prior to the implementation of a 3D cadastral model. Therefore, this study focuses on diagnosing the urban cadastral situation in Ecuador based on an analysis of eight cantonal decentralized autonomous governments that were selected primarily for the availability of their cadastral information.

Conservationists recognize the value of protected area (PA) systems, with adequate coverage, ecological representation, connection, and management to deliver conservation benefits. Yet, governments primarily focus on coverage, disregarding quantification of the other criteria.

In a wave of global conservationism, Ecuador established two large protected areas in its Amazon region in 1979. One of these is the Reserva de Producción Faunística Cuyabeno (RPFC), located in the northeastern corner of the country. Given that this land was previously managed as commons by local indigenous groups, the establishment of protected areas has had numerous consequences for these people. The research conducted comprised three months’ fieldwork in three of the affected Siona communities, primarily through the use of participant observation.

Land use and land cover were mapped between 3500 and 5000 meters above sea level m.a.s.l. in the Río Chambo basin in south-central Ecuador from Landsat MSS, TM, ETM and OLI imagery acquired between 1979 and 2014. The area mapped has been dominated by páramo and a variety of agricultural land uses since 1979. The main land-use transitions have been from páramo to agriculture, native forest to páramo and agriculture, and agriculture back to páramo.
