    This Act concerns Communal land. Communal land shall consist of land which, immediately before the 1st of February, 1983, was Tribal Trust Land in terms of the Tribal Trust Act, 1979 (Act No. 6 of 1979), subject to any additions thereto or substractions therefrom made in terms of section 6 of this Act (sect. 3). Communal land shall vest in the President, who shall permit it to be occupied and used in accordance with this Act. Provisions of Part III deal with occupation and use of Communal Land.

    This Act makes provision with respect to Rural District Councils. The Act also concerns the declaration of districts by the President and classification of lands in Districts by the Minister for purposes of this Act.The Act makes provision for functions, powers, proceedings and organization of Rural District Councils. Rural District Councils shall have functions and powers in the fields of natural resources management, matters concerning land in a District, water, fisheries, forestry, sewerage and protection of the environment.

    This Act establishes the Urban Development Corporation, defines its functions and powers and provides with respect to organization and financing of the Corporation.The operations of the Corporation shall be controlled by the Urban Development Board. The Corporation shall be instrumental in the planning and coordination of development in rural and urban areas declared to be development areas for purposes of this Act. Declaration of development areas in a Forest Estate or a Parks and Wildlife Estate requires the consent of the competent Minister.

    This Act concerns the appointment of traditional leaders and local government in Zimbabwe, in particular with regard to land and water.The Act provides for the appointment of Chiefs, Headmen and Village Heads. These local officers shall have a wide range of powers in the field of local administration regarding, among other things, grazing, allocation of communal land and communal land use, irrigation and use of natural resources. The Act also provides rules relative to Village Assemblies, Ward Assemblies, Provincial Assemblies, Councils of Chiefs and Development Committees.

    This Act establishes the Agricultural and Rural Development Authority under section 3 as a body corporate. The operations of the Authority shall, subject to this Act, be controlled by a Board constituted under section 5. For the better exercise of its functions and powers the Board may establish one or more committees (sect. 12).

    This Act concerns the application of customary law of the people of Zimbabwe in legal proceedings at local courts. It also provides for the ascertainment of customary law, the constitution of local courts and defines their jurisdiction.The Act defines the criteria for customary law to apply in any civil case and sets out that general law of Zimbabwe shall apply in all other cases. A local court shall have no jurisdiction in any case where the claim is not determinable by customary law and any case to determine rights in respect of land or other immovable property.

    This Act stipulates that the fund established in terms of section 3 of the African Development Fund Act shall, on and after the fixed date, continue in existence and shall be known as the District Development Fund. The trustee of the Fund shall be the Minister of Local Government, Rural and Urban Development or any other Minister to be appointed by the President. This Minister shall, subject to this Act, have the sole management, control and use of the Fund.

    The Nyanga and Matopos Estates shall vest in the President and, subject to this Act, shall be held in trust by him for the people of Zimbabwe. The Trustee may, subject to section 5 and of sections 4 and 6, in addition to using the Estates in the manner set out in the Will of Cecil John Rhodes, use portions of the Estates for agricultural purposes, including forestry, fisheries and the conservation or management of wild life and other purposes set out in section 5. The Trustee may grant such servitudes in respect of any portion of the Estates pursuant to section 7.
