    This case study draws on research that investigated the financial sustainability of cities in the Southern African region. The research was undertaken by the South African Cities Network (SACN). The project was jointly sponsored by the Public Private Infrastructure Advisory Facility and the World Bank. The contribution by SACN of the material for this document is gratefully acknowledged. The learning material presents an outline of the many challenges of financial sustainability and effective service delivery facing Southern African cities.

    Land is a vital resource that sustains livelihoods across Sub-Saharan Africa, but also one that is heavily prone to corruption. Every second citizen in Africa has been affected by land corruption in recent years, according to a study by Transparency International.

    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

    The European Commission-funded project, Small ruminant value chains as platforms for reducing poverty and increasing food security in dryland areas of India and Mozambique (imGoats) aims to increase incomes and food security in a sustainable manner by enhancing pro-poor small ruminant value chains in India and Mozambique. The project is implemented by the International Livestock Research Institute (ILRI) in collaboration with BAIF Development Research Foundation in India and CARE Mozambique.

    Cattle breeds regarded as indigenous to Zimbabwe include the Mashona, Tuli and Nkone. History of the breeds, their development and promotion, and development of breed societies for each breed is described by Harvey (1987). Since commercial livestock production was introduced in Zimbabwe in the early colonial period, both the breeding policy and beef production have been based on the use of exotic breeds. The reason given was that the indigenous breeds were not productive and could not support commercial beef production.

    In the future scenario for livestock development, there is a continuing role for smallholder producers, particular for dairy and small ruminants, relying heavily on grass and crop-residues, however in a growth mode, intensifying production, and enhancing the efficiency of resource use (less land, labor and feed resources per unit product). In particular improving the efficiency of converting feed into milk and meat will be critical to increase their income.

    Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.
