Ce papier constitue une synthèse des acquis et des handicaps de la restauration des paysages forestiers et régimes fonciers au Cameroun. Il présente par ailleurs les engagements du Cameroun pour ralentir la déforestation et la dégradation de ses écosystèmes forestiers à travers la stratégie nationale de restauration des paysages forestiers, en lien avec les initiatives du Défi de Bonn, de l’AFR100 et de la Grande Muraille Verte.

Ce numéro de « Regards sur le foncier » reprend une partie des communications présentées lors du séminaire régional sur la gestion foncière locale en Afrique de l’Ouest et à Madagascar, organisé en mars 2023 à Saint-Louis du Sénégal, à l’initiative du Comité technique « Foncier & développement » (CTFD). Ce séminaire a réuni soixante-dix participants, membres d’organisations de la société civile, d’organisations paysannes ou des administrations foncières, et experts-chercheurs, de huit pays d’Afrique (Bénin, Burkina Faso, Côte d’Ivoire, Guinée, Sénégal, Madagascar, Mali, Niger).

The Makira REDD+ pilot project located in northeastern Madagascar is a well-suited case to explore this challenge in conditions of extreme poverty and climatic vulnerability. We assessed the potential effect of project siting on the livelihoods of the local population and which households would be the most strongly impacted by conservation measures.

An endogenous switching regression model was adopted to control for a possible selection bias due to unobserved factors. It was found that households with members employed by large-scale agricultural investment companies were more likely larger households headed by younger migrant males holding smaller plots and fewer livestock than non-engaged households.

Drawing on mixed methods (policy analysis, semi-structured interviews, participatory site visits and focus groups) in two different forestry contexts, we show that by strengthening access to capital availability, projects can enhance local adaptive capacity and mitigation and deliver local development.

The majority of land available for agriculture is already used for food production, but despite the productivity gains, one in nine people worldwide are classified as food insecure. There is an increasing risk that addressing food insecurity through methods such as agricultural expansion or intensification could lead to biodiversity loss through destruction of habitats important for conservation.
