Ce numéro de « Regards sur le foncier » reprend une partie des communications présentées lors du séminaire régional sur la gestion foncière locale en Afrique de l’Ouest et à Madagascar, organisé en mars 2023 à Saint-Louis du Sénégal, à l’initiative du Comité technique « Foncier & développement » (CTFD). Ce séminaire a réuni soixante-dix participants, membres d’organisations de la société civile, d’organisations paysannes ou des administrations foncières, et experts-chercheurs, de huit pays d’Afrique (Bénin, Burkina Faso, Côte d’Ivoire, Guinée, Sénégal, Madagascar, Mali, Niger).

Land degradation and desertification are among the biggest environmental challenges of our time. In the last 40 years, we lost nearly a third of the world’s arable farmland due to erosion, just as the number of people to be fed from it almost doubled. That’s why the UN General Assembly declared 2015 as the International Year of Soils. And the good news is that this new report shows that while Africa remains the most severely a«ected region, the benefit of taking action across the continent outweighs the cost of implementing it: not just by a little, but by a factor of seven.

We test two hypotheses: (1) that women feel more insecure than men; and (2) that increasing statutory protections for women, for instance by issuing joint named titles or making inheritance law more gender equal, increases de facto tenure security.
