Madagascar is the world’s fourth largest island with a total land area of 581,800 km². The country’s unique wildlife and biodiversity resources have attracted tourists and significant donor investments over the last three decades. In 2003, the Government of Madagascar committed to tripling protected areas and, by 2016, the country’s total coverage of protected areas had increased from 1.6 million to 7.1 million hectares.Madagascar adopted a new approach to protected area management in 2006.

This paper is part of a set of working papers that resulted from the Resilience Academy 2013-2014. The United Nations University Institute of Environment and Human Security (UNU-EHS) publishes these papers as part of its UNU-EHS Working Paper series.
It presents several multi-scale case studies from islands around the world to offer a historically informed review of the cultural, environmental, political and economic systems and influences on island resilience.

To meet carbon emissions targets, more than 30 countries have committed to boosting production of renewable resources from biological materials andconvert them into products such as food, animal feedand bioenergy. In a post-fossil-fuel world, an increasingproportion of chemicals, plastics, textiles, fuels and electricity will have to come from biomass, which takesup land. To maintain current consumption trends theworld will also need to produce 50–70 percent more foodby 2050, increasingly under drought conditions and onpoor soils.

This document is hence organized not around the three types of challenges, but around five themes of governance, public finance issues, private sector-led economy, poverty and environment, and human capital, all crucial to achieving faster, more inclusive and sustainable growth. Chapter one provides the country context. Chapter two discusses the quality of governance, an overarching issue in Madagascar. It has a direct bearing on the pace, the inclusiveness and sustainability of growth.

The impact of climate change and anthropogenic deforestation on biodiversity is of growing concern worldwide. Disentangling how past anthropogenic and natural factors contributed to current biome distribution is thus a crucial issue to understand their complex interactions on wider time scales and to improve predictions and conservation strategies. This is particularly important in biodiversity hotspots, such as Madagascar, dominated by large open habitats whose origins are increasingly debated.

Protected areas are usually conceived and managed as static entities, although this approach is increasingly viewed as unrealistic given climate change and ecosystem dynamics. The ways in which people use land and/or natural resources within and around protected areas can also shift and evolve temporally but this remains an under-acknowledged challenge for protected area managers. Here we investigate the factors driving a rapid rise in charcoal production within a new, multiple-use protected area in Madagascar, to inform appropriate management responses.

Urban planners are increasingly interested in agriculture around cities and have to decide whether to maintain or not areas of agricultural land use within and close to growing cities. There is therefore a need for researchers to design tools to guide public decision-making on land use. Various approaches, originating from different disciplines, may be adopted in this respect. We designed an interdisciplinary research program in order to test two related concepts: the “sustainability” and the “multi-functionality” of agriculture.
