    Ce numéro de « Regards sur le foncier » reprend une partie des communications présentées lors du séminaire régional sur la gestion foncière locale en Afrique de l’Ouest et à Madagascar, organisé en mars 2023 à Saint-Louis du Sénégal, à l’initiative du Comité technique « Foncier & développement » (CTFD). Ce séminaire a réuni soixante-dix participants, membres d’organisations de la société civile, d’organisations paysannes ou des administrations foncières, et experts-chercheurs, de huit pays d’Afrique (Bénin, Burkina Faso, Côte d’Ivoire, Guinée, Sénégal, Madagascar, Mali, Niger).

    As part of the efforts to find sustainable solutions to complex land tenure issues, multi-stakeholder platforms (MSPs) create an inclusive forum where actors can discuss problems and propose solutions to improve governance of tenure and provide better access to natural resources. This publication highlights how MSPs at regional, national and local level demonstrate forward thinking, including innovative practices and approaches to respond to the above mentioned social challenges, for the benefit of all.

    Why this study?
    Recent years have witnessed an increase in violent conflicts involving pastoralists in parts of West Africa and the Sahel. They often take the form of clashes between herders and farmers, impacting human, national and regional security.
    Given its mandate and role in conflict prevention, the United Nations Office for West Africa and the Sahel, in collaboration with the Economic Community of West African States, initiated this study in 2017 to examine the causes and identify concrete solutions to conflicts related to pastoralism.

Esta pesquisa analisou a vulnerabilidade e a segurança alimentar nas regiões dos países da União Econômica e Monetária da África Ocidental (UEMOA): Benin, Burkina Faso, Costa do Marfim, Guiné-Bissau, Mali, Níger, Senegal e Togo. Os períodos foram selecionados de acordo com a disponibilidade dos dados de cada país, de 2013 até 2018.

    Located in the arid and semi-arid areas of West Africa, the Sahel has undergone profound changes over the past 50 years. Known for the prevalence of land degradation processes, the Sahel is suffering from the combined negative effects of population growth, human activities and climate variability, resulting in recurrent droughts and the continued decline of natural resources and land productivity.

    The United Nations General Assembly declared 2021 to 2030 as the decade of ‘ecosystem restoration’, signalling a global consensus on the urgency to restore degraded lands. Restoring degraded lands is critical to regain lost ecological functionality that underpins life-sustaining ecosystem services, such as the provision of food, fresh water, and fibre, and the regulation of climate, natural disasters, and pests. Indeed, restoration is fundamental for meeting the triple goals of tackling the climate crisis, reversing biodiversity loss, and improving human wellbeing.

    Drylands occupy more than 40% of the world’s land area and are home to some two billion people. This includes a disproportionate number of the world’s poorest people, who live in degraded and severely degraded landscapes. The United Nations Convention to Combat Desertification states on its website that 12 million hectares are lost annually to desertification and drought, and that more than 1.5 billion people are directly dependent on land that is being degraded, leading to US$42 billion in lost earnings each year.

    ‘Over the past three decades hundreds of thousands of farmers in Burkina Faso and Niger, on the fringes of the Sahara Desert, have transformed large swathes of the region’s arid landscape into productive agricultural land, improving food security for about three million people. Once-denuded landscapes are now home to abundant trees, crops, and livestock.'
