    Resilience-building planning in drylands requires a participatory, integrated approach that incorporates issues of scale (often large scale) and the interconnectedness of dryland ecological and social systems. In an often political environment that supports small, “manageable” administrative units and the decentralisation of power and resources to them, planning at large scale is particularly challenging; development agents in particular may find it difficult to work across administrative boundaries and/or collaboratively.

    The report’s findings suggest that policies and programmes of governments and the development partners could include a stronger focus on the development of peri-urban areas and smaller cities and towns. The rapid pace of change in peri-urban areas throws into relief any underlying issues in land tenure arrangements, land administration/planning and governance, such as overlapping mandates, conflicts in tenure systems, weak land administration/planning capacity and wider political economy issues that can block positive reforms.

    Arid, semi-arid and dry sub-humid areas cover 61 % of Tanzania (United Republic of Tanzania, 1999) and, over the past decades, several restoration projects have worked toward reversing degradation in these areas (Kikula, 1999; Kisanga et al., 1999). These projects have addressed from social and ecological perspectives and have spanned for decades, thereby allowing for a genuine opportunity to identify and articulate lessons learned and develop good practice guidelines for restoring productive capacity of drylands.

    Irrigation development in Sub-Saharan Africa has lagged significantly behind that in other developing countries. Consequently, economic development and food security are also lagging behind. Since the mid-2000s there has been a resurgence in the willingness to invest in irrigation, and Sub-Saharan Africa has the largest potential of any developing region to benefit from it. However, to gain from new investment in irrigation without repeating past failures, it is critical to develop a business model for small-scale irrigation schemes.
