Joint Ventures (JVs) between ‘agribusiness’ investors and ‘small farmers’ or ‘customary landowners’ are being promoted in South Africa’s land and agrarian reform programme as a way to include land reform beneficiaries in the country’s competitive agricultural sector. This paper undertakes an in-depth comparative analysis of two JV dairy farms located on irrigation schemes in the former ‘homeland’ of the Ciskei, in South Africa’s Eastern Cape Province. The community, through government investment, brings the fixed assets to the business: land, irrigation infrastructure and milking parlours.

This article discusses the history of land reform in Namibia. The article indicates that at the time of writing (September 1991), it is still too early to comment on the implementation of land reform in Namibia, as it has not yet begun in earnest. Land policy has yet to be detailed and ratified, the institutions for implementing land reform and settlement programmes have to be appointed and in some cases created de novo, and large sums of money have to be found.

Looks at the institutional framework, at current key land policy and agrarian issues, and at the impact of land and agrarian reform. Makes a series of recommendations. Argues that the resettlement programme has failed with not a single project sustainable after 5 years. Argues the need for clear criteria for expropriation of commercial farmland and for farm workers to be a priority target in land reform projects.

This book is a compilation of 11 papers that explore the limits of the current approach to land redistribution in South Africa and propose policy alternatives. Centres on 3 themes: how land is to be acquired (which land, and for whom), under what tenure arrangements it is to be held, and how production is to be supported. Focus moves beyond debating alternatives to the ‘willing-buyer, willing-seller’ paradigm to the kind of agrarian change that land reform should pursue. Central to all is reconfiguring the roles of state and market.

Since the 2005 Land Summit, new approaches to land reform have been on the agenda, yet there remains little clarity on the way forward. The main focus has been on means of accelerating the redistribution of land through new modes of acquiring land. Acquisition is an important matter but if treated in isolation risks mis-specifying the core problems evident in land reform in South Africa. A new phase of land reform located within a wider agrarian reform is needed and will require new institutional arrangements.

The paper investigates whether farm dwellers in the KwaZulu-Natal (KZN) province of South Africa are subject to a “double exposure”: vulnerable both to the impacts of post-apartheid agrarian dynamics and to the risks of climate change. The evidence is drawn from a 2017 survey that was undertaken by the Association for Rural Advancement (AFRA), which is a land rights Non-Governmental Organization (NGO), of 843 farm dweller households. Data on the current living conditions and livelihoods was collected on 15.3% of the farm dweller population in the area.
