Over the past two decades, “illegal” natural resource extraction has become a significant driver of environmental change and social conflict across the Global South. In response, numerous Sub-Saharan African states have engaged in governance reforms that heed calls to securitize – or, establish and consolidate state control over – natural resources. In Ghana, securitization has served to entrench the informal economy as domestic producers, marginalized in the process of reform, continue to utilize non-state institutions to maintain access.

Voices from the mine’ is a new 33-minute documentary film by University of Bath researcher, Dr Roy Maconachie. It focuses on resource governance in Sierra Leone's artisanal diamond mining sector, tracing the pathway of diamonds from pit to market, and documenting the stories of different stakeholders along the way. In doing so, the film depicts the challenges of local level governance in the sector, shows why benefits do not accrue to those working at the bottom of the chain, and sheds light on why it is so difficult to formalize artisanal mining.

Sierra Leone's conflict has often been characterized as a 'crisis of youth'. For some, the post-war resurgence of grassroots associational life represents the unleashing of long-suppressed youth egalitarianism, yet this analysis tends to ignore the role of international aid in providing an economic incentive for impoverished Sierra Leoneans to embrace formal association. Case study evidence also shows that politics of 'community' identification and moral economies of patronage continue to affect postwar aid.

This article applies a local to global perspective to explore the benefits and externalities for the local communities living in close proximity to the oil and wind exploitation sites. A particular focus is placed on governance of energy resources, water and employment opportunities and its impacts on new and existing conflict dynamics.

A Review of the Oil and Gas Policy and Legal Framework for Uganda

    Uganda

In this oil research paper, we have set out the challenges confronting oil producing countries in sub-Saharan Africa by giving case studies of Nigeria, Angola and Equatorial Guinea. We have also critiqued the draft National Oil and Gas Policy under formulation as well as the legal framework. We argue that the oil Dutch Disease and conflict nexus associated with oil producing countries are not a given since there are examples such as Norway which have utilised their oil revenue for transformation and sustainable development.

The economies of many countries such as the Gulf and Southern African States are to a considerable extent sustained by financial flows from extraction of mineral resources and fossil fuels. The discovery of such fortunes, in sufficiently viable quantities, can be a significant national blessing for effectively addressing development challenges. However, experience in other countries has shown that financial resources obtainable from mineral and fossil fuel extraction – the Extractive Industry, have not always assisted economic and social development.

    Central African Republic

Most analyses of violence in Darfur ignore the local dimension of the crisis, focusing instead on the region’s economic and political marginalization and climatic variability. However, agricultural change and other changes relating to the land-rights and land-use systems have led to competition and exclusion, and have played a major role in the collective violence that has raged throughout the region. Understanding these questions is essential for the successful resolution of political and policy debates in Darfur.
